How Toronto facility ratings work
Ratings are specific to each facility type. Compare a pool with other pools, or a gym with other gyms—not across categories.

What each classification looks at
These summaries make the City's published criteria easier to scan. Consult the official source for the complete technical details.
Pools
Pool length and the number of supporting amenities determine the rating.
- Premier
- At least 23 m long with five amenities.
- A
- At least 23 m long with three or four amenities.
- B
- At least 23 m with one or two amenities, or a shorter pool with three.
- C
- A shorter pool with no amenities, or a wading pool.
Amenities can include a sauna, whirlpool, play area, diving board, waterslide, seating, family change room or wheelchair pool access.
Gymnasiums
Gym size, ceiling height, flooring, markings and equipment shape the rating.
- Premier
- Triple gym with wood flooring, scoreboard, stands and dedicated change facilities.
- A
- Double gym with markings, hoops, scoreboard, post sleeves and change rooms.
- B
- Single gym with appropriate ceiling height and floor markings.
- C
- Lower ceiling with limited or no floor markings.
Tennis courts
The published tennis classification is based on the court surface.
- Premier
- Colour-coated playing surface.
- A
- Black asphalt surface.
- B
- Cement surface with court markings.
The City’s published tennis criteria do not list a C classification.
Multipurpose rooms
The room’s capacity is the primary measure, with extra features at Premier level.
- Premier
- Capacity above 300, with dedicated washrooms, tables and chairs.
- A
- Capacity from 151 to 300 people.
- B
- Capacity from 51 to 150 people.
- C
- Capacity of 50 people or fewer.
Kitchens
Appliance grade and teaching features determine the kitchen classification.
- Premier
- Commercial-grade appliances and equipment, potentially with teaching and fire-suppression features.
- A
- Domestic appliances plus a teaching counter.
- B
- Domestic appliances and equipment.
- C
- Countertop appliances.
Sports fields
Field size, irrigation, goal posts and turf maintenance all contribute.
- Premier
- Adult-size field with irrigation, goals, dedicated support and the highest maintenance level.
- A
- Adult-size, irrigated field with goals and frequent turf maintenance.
- B
- Irrigated field with goals and a moderate maintenance schedule.
- C
- Non-irrigated field with goals and weekly maintenance.
